After the elections, which
preceded a period of violence across the country, life in Quinga, one of the
administrative posts of the Liúpo district, in Nampula province, northern Mozambique,
has never been the same.

the real situation in Quinga, a territory where currently the leader of the
protesters is in charge, protected by an army of about 50 men. He is
everything, and nothing happens without his consent.
For example, on February 1,
2025, the directors of the primary and secondary schools of Quinga went there
for the opening of the school year because all public servants from that
administrative post are in Liúpo due to the insecurity in the area.
By 7 a.m., they were already
there and had invited some parents, as well as the students themselves, to
begin the formal opening ceremony of the school year.
However, an hour later,
before the ceremony began, the new régulo (local leader) of the post arrived
with his entourage, armed with machetes, consisting of 50 men, and kidnapped
them. From then on, everything stopped. The régulo felt disrespected by the
directors and guardians, as he had not been informed, and asked them: "Who
authorized you to enter here without my knowledge? And who is your president?"
They had no answer and were
detained from 8 a.m. until 5 p.m.
This régulo was chosen
following the guidance of a candidate in the last elections and holds all the
power: chief of the post, régulo, judge, and secretary. It is an administrative
post that does not recognize the leadership of the formal or legal government
and has resorted to violent actions.
It is a restricted area; the
district has lost control. To this day, no registrations have been made, and it
is unclear whether there will be classes this school year.
Liúpo is a district with no
serious leadership, only self-interests. It is the only administrative post in
the northern area governed by a Régulo. So far, the province has said nothing
about the actions of the Régulo and his entourage, but he is well protected and
has set up sentinels from the district's main town, 45 km away.
It is an area where one
cannot speak the name of the ruling party, nor its president or candidate, and
anyone who does so will be taken to the Régulo for judgment. (BP)
