UN Special Rapporteur: Combating terrorism beyond the military response (02)


The United Nations’ assessment, following the visit of its Special Rapporteur to Cabo Delgado, Mozambique, delivers a central message: the response to terrorism in Mozambique should not be limited to military and security operations.

To reduce the conditions that facilitate recruitment, it is also necessary to address the economic and social challenges affecting local communities, improve access to education, healthcare and other basic services, create opportunities for young people, strengthen trust in institutions, and ensure a fairer distribution of the benefits derived from natural resources.

At the same time, the UN stresses that the fight against extremist groups must respect human rights and be accompanied by effective mechanisms to investigate and hold perpetrators accountable when abuses occur.

The recommendation comes at a time when Mozambique is seeking to consolidate security gains in the north, enable displaced populations to return, and rebuild communities affected by nearly a decade of violence.

According to the United Nations, lasting security will depend not only on the ability to contain armed groups, but also on the State’s capacity to address the root causes of the conflict and restore the confidence of affected communities. (MozaNorte)
