Assessment of the Performance of the Local Force in Palma

The Local Force is currently a non-governmental group made up of volunteers from villages or districts, with the aim of ensuring security in their own communities, administrative posts, and district headquarters affected by terrorist attacks.

In the district of Palma, northern of Cabo Delgado in recent days, the Local Force has shown significant performance in its work, being deployed across various areas of the district to provide security especially due to the movement of terrorists in regions such as Pundanhar, Mute, Maputo, and some villages in the neighboring district of Mocímboa da Praia.

One sign that demonstrates their good performance is the protection of companies operating in the Palma district. The companies protected by the Local Force remain safe, as there have been no reported thefts so far. The force maintains day and night patrols to ensure security.

Due to the seriousness and commitment they bring to their work, the Local Force has gained the trust of both the population and the companies. Many businesses have even stopped hiring private security firms operating in the region, choosing instead to rely on the Local Force. The companies where these members operate are responsible for providing all daily meals.

However, a recent challenge faced by the Local Force is the recruitment of inexperienced young people unlike in the earlier years of the initiative. This is mainly driven by the growing benefits associated with the role, such as food, financial compensation from companies, and easier integration into the official Defense and Security Forces, including the police.

According to a member of the Local Force who frequently speaks with Mozanorte, there are currently no logistical difficulties. The force is adequately provided with food, uniforms, weapons, and other military equipment, which allows it to remain strong. He also confirmed that their commander is well organized and maintains good control over the team.

For instance, in the companies where they are deployed, shifts are done on a rotational basis to ensure that all members in the Palma district benefit from the payments made by the companies. He also explained that there is strong collaboration with the Defense Forces, even during high-risk missions. (Mozanorte)
