The operations of the Rwandan forces in the Palma district of Cabo Delgado present a somewhat complex situation, as their role differs significantly from that of other forces present in the area, including the Local Force, which often operates in coordination with the Mozambican Defense and Security Forces.
Although the Rwandan forces are carrying out their duties effectively, their focus appears to be more on protecting the company TotalEnergies than ensuring the security of the local population in Palma. This is evident from the fact that, even during suspicious movements or attacks near the district’s main town, it is typically the Mozambican forces and other deployed units that intervene.
However, during visits by representatives of TotalEnergies, a strong mobilization of Rwandan forces is observed, with organized escorts covering areas from the Afungi camp, through Quitunda and Senga, to the district headquarters in Palma. When it comes to other situations unrelated to the company, the response from the Rwandan forces is notably different.
For instance, in the recent incident in the village of Maputo, as well as insurgent activity reported in the Mute area, there was no intervention by the Rwandan forces, despite their presence in the vicinity of Palma. According to our sources, these forces conduct night patrols within the Afungi camp, extending as far as the TotalEnergies fuel depots located at the entrance to Palma.
This situation has led to growing dissatisfaction among the local population, who claim to have understood the true purpose of the Rwandan forces' presence in the district. There are suspicions that the deployment of other Rwandan contingents outside of the Palma region where natural gas is located is intended to prevent this "secret" from being exposed.
Even the Mozambican forces stationed within the Afungi camp reportedly receive treatment that differs considerably from that given to the Rwandan forces. This reinforces the perception that Rwanda's mission in Mozambique is specifically focused on protecting TotalEnergies’ interests in Afungi.
The Rwandan government has acted strategically, even going so far as to build markets in certain areas in an attempt to mask or disguise the true purpose of their presence. However, in international cooperation contexts, it is expected that foreign forces work in coordination with local forces something that, in the case of the Rwandan forces, does not appear to be happening.
